Okay, just throwing out an idea here. Feel free to add opinions. None of this is concrete so expect it to change.
The Berdunsch system contains six hospitable planets, and several minor fragments that are, for the most part, devoid of life. For years, ever since the capital planet Berdunsch industrialized, a tight knit group of company owners and nobles hold a powerful seat in local government. The governor has taken control through the use of his very rich friends, and other dirty political tactics. Administratum standards show that they have crossed the line, but only a very few people know this.
System Guard forces have been notified and are too take occupation of Berdunsch. Four regiments from the agri-world of Cthonia are the first to arrive, but little do they know that it is already to late. Them, and a few others are all that remain to the loyal forces, which are greatly outnumbered by the corrupt armies. (When they got the chance, the local officials were able to gain control by bribing high up army commanders)
As they descend to the planet, they meet quick unexpected hostilities and take evasive maneuvers. The initial drop zone obviously waited in ambush, so they peel away to a secondary only known to themselves, and take refuge at the base of a mountain range miles from any major threat. Minor cities dot the landscape around them, but most do not pose a threat. They dig in and wait for orders.
Meanwhile, the government throws out propaganda. “We ARE the ones being oppressed by a corrupt government! These heretics must be stopped before things get out of control!” And so on and so forth. The local population is quickly blinded by this as well as armies. Power swings right into their hands.
And that’s the start of things.
